I actually love it, but I agree it's a big waste of water.

No, the water wouldn't be cold by the time it reached you as the pressure looks like it's hard enough that the water would fall quickly before it cooled.
I think this would make a neat commercial waterfall; the water would be recycled to fall again--no waste.
